What Should Buyers Require in an RFQ for Recycled Food-Contact Plastics?
Buyers preparing an RFQ for recycled food-contact plastic should require evidence that connects the intended package to the exact polymer, feedstock boundary, recycling process, analytical scope, commercial grade, and delivered lot. A food-contact declaration, recycled-content certificate, passing migration report, or COA cannot establish this connection alone. The RFQ should define the food type, contact conditions, package structure, recycled-content level, conversion process, and target market, then require supplier responses covering source control, process identity, NIAS, migration, odor, batch traceability, representative samples, and change notification. Approval should be held whenever the evidence describes a different material, process, use condition, or production stage.
Define the Application Before Requesting Supplier Evidence
The same recycled polymer may be acceptable for one package and unsupported for another. Before comparing suppliers, define:
- polymer and commercial grade;
- mechanically recycled, closed-loop, chemically recycled, or other recycling route;
- recycled-content percentage;
- direct contact, indirect contact, or use behind a functional barrier;
- monolayer or multilayer structure;
- bottle, film, tray, sheet, closure, or another article;
- food type;
- contact time and temperature;
- hot-fill, retort, microwave, frozen, refrigerated, or ambient use;
- single-use or repeated-use conditions;
- converting process and maximum thermal history;
- target market.
These variables control which supplier evidence is relevant.
For example, a migration report for a room-temperature water bottle cannot automatically support a thermoformed tray for hot fatty food. Evidence generated on 30% recycled content may not represent a 100% recycled contact layer. Pellet data may support raw-material screening but cannot automatically qualify a printed, laminated, or heat-sealed package.
Which Evidence Changes With the Polymer and Recycling Route?
“Recycled plastic” is not a single qualification category. The required evidence depends on the polymer, input stream, decontamination principle, post-processing route, and intended application.

Recycled-content claims also require a separate evidence decision. A mass-balance or chain-of-custody certificate may support an allocation claim without proving the same physical recycled percentage in the delivered material. Buyers should distinguish food-contact qualification from what mass-balance certification can prove for a commercial batch.
Which Parameters Affect Application Approval?
The RFQ should not request parameters simply because they normally appear on a resin specification. Each parameter should support an application or release decision.
Polymer Integrity
For PET, intrinsic viscosity and moisture influence melt processing, hydrolytic degradation, forming behavior, and the ability to reproduce the approved package.
For recycled PE or PP, melt flow rate can indicate changes in molecular weight or degradation that affect extrusion stability, wall-thickness control, mechanical behavior, and sealing.
These values are comparable only when suppliers use compatible methods, conditioning, units, and reporting bases. Similar IV or MFR values do not prove equivalent feedstock control, contaminant profiles, or food-contact suitability.
Chemical and Physical Contamination
Black specks, foreign polymers, metals, previous-use residues, additives, degradation products, and cleaning residues may enter at different points in the recycling chain.
Visual contamination limits can support appearance and processing control. They cannot exclude dissolved, volatile, semi-volatile, or unknown chemical contaminants.
The RFQ should therefore separate:
- physical contamination criteria;
- targeted substances of concern;
- volatile and semi-volatile screening;
- non-targeted or suspect screening where justified;
- elemental analysis where relevant;
- migration testing for the intended contact conditions.
Odor and Volatile Behavior
Odor may result from previous use, mixed feedstock, oxidation, thermal degradation, storage exposure, or conversion conditions.
A controlled sensory result can support commercial acceptability. Headspace or other instrumental analysis can help investigate changes in the volatile profile. Neither result alone establishes complete chemical safety.
Odor-sensitive applications should specify the test article, conditioning period, comparison reference, evaluation timing, test method, and acceptance criterion. Pellet odor results should not be treated as finished-package results when extrusion, printing, lamination, or sealing may alter the volatile profile.
Packaging and Storage of the Resin
The packaging used for the recycled resin can influence the state received by the converter.
Different liners, bags, octabins, bulk containers, storage periods, or transport conditions may change moisture exposure, odor uptake, dust, foreign-particle risk, or batch identification. Commercial packaging should therefore match the condition represented during qualification or undergo an equivalence review.
What Can NIAS, Migration, and Process Testing Confirm?
These evidence streams answer different approval questions.
NIAS and Chemical Screening
NIAS screening can identify or investigate substances arising from previous use, collection, recycling, degradation, additives, and conversion.
Before accepting the result, verify:
- targeted, suspect-screening, non-targeted, or combined scope;
- sample preparation and extraction;
- volatile, semi-volatile, non-volatile, and elemental coverage;
- detection and reporting limits;
- confirmed, tentative, and unidentified signals;
- quantitative or semi-quantitative reporting;
- tested product code, lot, recycled-content level, and production stage.
The OECD review of chemical-content validation for recycled plastics notes that no single analytical technique covers every possible substance and that targeted and non-targeted methods provide different information.
A result reported as “not detected” supports only the analytes and sensitivity of the stated method. It does not prove the absence of all NIAS.
Migration Testing
Migration testing can support transfer assessment for the material, package structure, simulant, time, temperature, and analytical scope used in the study.
It cannot automatically prove:
- suitability for untested food types or exposure conditions;
- decontamination efficiency of the recycling process;
- absence of substances outside the analytical scope;
- equivalence of another recycled-content level;
- equivalence of a different commercial grade or package structure.
A passing migration result also does not automatically resolve an unidentified NIAS signal unless the buyer can establish that the signal was covered by the migration assessment.
Challenge or Decontamination Evidence
Challenge testing can support the ability of a defined recycling process to reduce representative contamination under controlled conditions.
It does not establish that:
- every commercial lot followed the qualified process;
- contamination was not introduced after decontamination;
- the final converted package meets all migration requirements;
- another site or process configuration is equivalent.
For U.S. applications, the FDA guidance on recycled plastics in food packaging identifies source controls, recycling-process information, contaminant-removal evidence, and intended conditions of use as important parts of the evaluation.
For EU-market materials, Regulation (EU) 2022/1616, as amended, connects recycled food-contact plastic to controlled input, recycling technology and process requirements, quality assurance, documentation, and traceability.

What Can a COA Support?
A COA can support:
- identification of the delivered grade and batch;
- preliminary quality review;
- conformity with agreed release limits;
- comparison of directly equivalent test results;
- confirmation that a commercial lot remains within the approved processing window.
Depending on the polymer and application, relevant COA items may include IV or MFR, moisture, color, density, ash, physical contamination, selected volatiles, and agreed sensory results.
A COA cannot independently prove:
- feedstock history;
- source-control effectiveness;
- decontamination capability;
- complete NIAS coverage;
- food-contact suitability outside the declared scope;
- long-term batch consistency;
- converted-package performance;
- equivalence between a selected sample and routine production;
- continuity after a process or site change.
The supplier specification should define the release limits and methods. The COA should show whether a particular lot met them. The wider qualification file should establish why those limits and results are sufficient for the intended application.

This matrix should be issued as a supplier-response requirement rather than retained only as an internal buyer checklist.
When Is a Sample Required?
A sample is appropriate after document screening shows that the supplier may meet the application and regulatory requirements, but processing, odor, appearance, chemical profile, or finished-package performance still requires validation.
Record the sample’s:
- product code and lot;
- feedstock category;
- recycling process and site;
- recycled-content level;
- production scale;
- additive package;
- packaging format;
- storage history;
- associated analytical and regulatory documents.
A sample should not advance when its origin or relationship to the proposed commercial supply cannot be established.
When Must a Commercial Batch Be Confirmed?
Commercial-lot verification is needed when the qualification sample came from:
- laboratory or pilot production;
- a specially selected lot;
- a special sorting or feedstock campaign;
- a different manufacturing site;
- different post-processing or packaging;
- production conditions that do not represent routine supply.
One or more representative commercial lots should confirm, according to application risk:
- process and site equivalence;
- conformity with the approved specification;
- expected NIAS, volatile, odor, and physical profile;
- performance in the actual conversion process;
- traceability to the qualified recycling route;
- commercial packaging and storage suitability.
A passing sample demonstrates the performance of that sample. It does not prove long-term batch consistency.
When Should Supplier Requalification Be Required?
Qualification review should be triggered by changes to:
- feedstock source or accepted-input specification;
- collection, sorting, washing, or pre-processing;
- recycling or decontamination technology;
- critical operating conditions;
- recycling facility or production site;
- post-processing, blending, or additive package;
- recycled-content percentage;
- commercial grade or specification;
- analytical method used for release or approval;
- resin packaging, liner, storage, or transport;
- final package structure or converting process;
- intended food-contact use or target market.
The response should be proportional to the change. It may require document review, targeted testing, a new sample, commercial-lot confirmation, or full requalification.
The controlling question is:
Does the change make any source, process, analytical, application, or traceability evidence from the original approval no longer representative?
Move From RFQ to Supplier Approval
Proceed to supplier comparison only when the submitted responses cover the same application boundary.
- Proceed to sample evaluation when the grade, source, process, regulatory scope, and test evidence are sufficiently aligned to justify application testing.
- Proceed to commercial-lot verification when the converted sample passes and routine production can be connected to the qualified process.
- Hold qualification when reports refer to another grade, site, process, package, recycled-content level, or contact condition.
- Review a second source against the same application, specification, analytical, traceability, and change-control requirements—not merely against the incumbent supplier’s COA.
