Can Mass Balance Certification Prove Bio-Based or Recycled Content in a Chemical Batch?
Summary
Mass balance certification can support a verified allocation claim for bio-based, circular, or recycled feedstock under a defined chain-of-custody system. It does not, by itself, prove that the same physical percentage of alternative feedstock is present in the molecules of a specific delivered chemical batch. For approval, buyers should connect the certification scheme and site, eligible commercial grade, chain-of-custody method, transaction-specific sustainability declaration, certified quantity, and received lot. The most common approval error is reading an allocated percentage as physical composition. A valid company certificate is also insufficient when the exact grade, transaction, or batch cannot be mapped to the certified claim. This distinction applies to claim verification; chemical suitability and application qualification remain separate decisions.
The Approval Question Is Narrower Than “Is the Supplier Certified?”
A supplier may hold a valid sustainability certificate and still leave an important buyer question unanswered:
Does the evidence support the bio-based or recycled claim being made for this exact commercial material and delivery?
That question requires more than confirming that a certificate exists.
ISO 22095-2:2026, published in January 2026, establishes requirements and guidance for the mass balance chain-of-custody model, including system boundaries, conversion factors, allocation methods, transparency, communication, and claims. It also distinguishes mass balance from controlled blending and book-and-claim models.
This distinction determines what conclusion a buyer may reasonably draw from the documentation.
A statement such as:
“100% certified circular feedstock attributed through mass balance”
does not automatically support:
“This delivered batch physically contains 100% recycled material.”
The first is an allocation and chain-of-custody statement. The second is a physical-composition statement.
They require different evidence.
Mass Balance Can Be Batch-Linked Without Being Physical-Content Proof
The distinction becomes particularly clear in ISCC PLUS documentation.
The current ISCC PLUS 203-1 Traceability states that a Sustainability Declaration is linked to a specific batch of certified material. It also states that, when mass balance is used, the Sustainability Declaration does not necessarily reflect the product physically delivered in the same way as physical segregation or controlled blending.
This leads to an important quality judgment:
Batch-specific documentation does not necessarily mean batch-specific physical content.
A sustainability declaration may validly connect an allocated sustainability characteristic to a particular transaction or batch while the physical alternative-feedstock molecules have been mixed within the certified mass-balance system.
For buyers, “batch-specific” therefore needs two separate interpretations:
- documentary batch linkage: the declaration and certified quantity are connected to the shipment;
- physical-content evidence: the delivered material itself contains a defined physical fraction of the claimed feedstock.
Mass balance primarily addresses the first.
As of August 2026, ISCC PLUS is also transitioning to its standalone system documents. ISCC states that the existing PLUS System Document remains valid through December 31, 2026, while ISCC PLUS 203-2 has been valid since November 13, 2025 and becomes mandatory on January 1, 2027.
Quality teams should therefore record which applicable document set supported the supplier's certification and transaction rather than assuming every 2026 certificate was audited under exactly the same document version.
Three Questions Must Be Approved Separately
A mass-balance certificate becomes easier to interpret when the approval is separated into three questions.

Combining these decisions creates avoidable errors.
A buyer may have strong chain-of-custody evidence and weak physical-content evidence. The reverse is also possible: an analytical test may identify biogenic carbon without proving that the upstream sustainability criteria, transaction allocation, or certification requirements were satisfied.
For recycled materials, conventional chemical analysis may establish identity, impurities, or physical properties while still being unable to reconstruct feedstock origin after extensive chemical conversion.
Material suitability therefore belongs to a separate qualification path. For specification-sensitive applications, the distinction is discussed further in high-spec recycled plastic qualification.
A Company Certificate Must Be Mapped to the Exact Commercial Grade
The next review step is product identity.
A certification certificate normally establishes the certified organization, site, scope, and validity period. Buyers should not extend that conclusion automatically to every product sold by the organization.
The approval record should connect the certification evidence to:
- legal entity;
- certified manufacturing or trading site;
- commercial product name;
- product code or grade;
- eligible output or material category;
- applicable chain-of-custody method;
- feedstock or sustainability category;
- relevant supply period.
The critical question is:
Can the purchased commercial grade be unambiguously mapped to the eligible certified output?
A broad certificate description such as a polymer family or chemical category can be insufficient when the buyer actually approves a customer-specific grade, concentrate, formulation, purity level, or additive-containing product.
Product identity also needs version control.
The same trade name may remain in use after changes in manufacturing source, formulation, upstream feedstock route, or product code. A similar control problem occurs in other product-level compliance systems, where a conclusion must remain attached to the correct grade, source, and effective period. The same principle is examined in product-level specifications and change control.
The Sustainability Declaration Must Match the Commercial Transaction
Once the grade is confirmed, the review moves from certification scope to transaction evidence.
Under ISCC PLUS, Sustainability Declarations are intended to transfer sustainability characteristics with certified material, and the recipient is expected to verify certificate validity and check the incoming declaration for completeness and consistency.
A practical evidence path is:
Certificate → certified site → eligible grade → Sustainability Declaration → delivery record → received lot
The declaration and commercial records should agree on the identifiers that control the claim.
Typical cross-checks include:

A discrepancy does not automatically prove that a claim is invalid. It does mean that the evidence chain is incomplete until the inconsistency is explained and corrected.
Certified Quantity Comes Before Percentage Interpretation
Percentages deserve particular attention because they are easy to communicate and easy to misread.
ISCC guidance states that the Sustainability Declaration must specify the amount of certified material in metric tonnes or cubic metres, as applicable. A percentage may also be provided, but the amount of ISCC-certified material must remain clear.
This creates two separate checks.
What Quantity Was Certified?
Quality or procurement should first establish the certified quantity associated with the transaction.
Do not begin with the marketing percentage.
What Does the Percentage Mean?
If a percentage is stated, identify its basis.
The percentage may describe an allocation under the certification system rather than an analytically measured physical fraction in the received material.
The wording therefore matters.
“Made with 50% physically recycled material” and “50% certified circular feedstock attributed through mass balance” carry different evidence boundaries.
The buyer should preserve the wording supported by the certification model instead of converting it into a broader physical-content claim.
Sample, Pilot and Commercial Supply Carry Different Evidence Risks
Sustainability documentation also needs to survive the normal material-qualification sequence.
Sample Evaluation
A laboratory sample may be technically representative while its sustainability documentation is limited or issued differently from commercial shipments.
At this stage, confirm:
- the exact grade being evaluated;
- the intended commercial production site;
- the expected chain-of-custody method;
- whether the commercial grade is intended to fall within the certified scope.
A general certificate may be sufficient to begin evaluation. It should not automatically become the final commercial claim approval.
Pilot or Trial Supply
Before pilot production, verify that the trial material has not shifted to a different site, grade, formulation, or supply route.
The purpose is to prevent a sustainability claim reviewed for one sample from being transferred to a materially different pilot supply.
Routine Commercial Batches
Commercial approval requires transaction-level control.
The receiving record should be linked to the applicable declaration, certified quantity, product identity, and approved claim wording.
The highest risk appears when a sample-level certificate is stored in the material master and later treated as permanent evidence for all future deliveries.
A successful sample evaluation does not establish that later commercial transactions carry equivalent sustainability evidence.
Approval Risk Signals
The following conditions should trigger clarification before the claim is approved.

This table is an approval framework rather than a certification rule. Its purpose is to show where evidence that is valid for one conclusion is being used to support a different conclusion.
The Better Buyer Control Unit Is the Claim Record
For R&D, quality, procurement, and supply-chain teams, the more immediate operational risk is that the claim can become disconnected from the commercial material being approved.
A certificate stored at supplier level is too broad.
A declaration stored without product identity is too narrow.
A percentage copied into a material master without its allocation basis can be actively misleading.
For buyer-side control, a more useful approval unit is:
scheme + certified site + eligible grade + chain-of-custody method + Sustainability Declaration + certified quantity + received lot + approved claim wording
This is a proposed internal quality-control model, not an additional requirement imposed by ISO or ISCC.
Its value is that each change can be tested against a specific approval conclusion.
If the site changes, recheck certification scope.
If the grade changes, recheck product eligibility.
If the chain-of-custody model changes, recheck what the claim means.
If the transaction declaration changes, recheck quantity and batch linkage.
If marketing wording changes from “mass-balance attributed” to “contains recycled material,” recheck whether the existing evidence can support the stronger physical-content statement.
This approach also prevents quality teams from treating sustainability certification as a one-time supplier qualification document. The relevant evidence has to remain connected to the commercial transaction for which the claim is being made.
When Approval Should Be Held
A mass-balance claim should not be approved for a specific chemical delivery when:
- the certificate does not cover the relevant supplier or site;
- the purchased grade cannot be mapped to an eligible certified output;
- the applicable chain-of-custody method is unclear;
- the Sustainability Declaration cannot be linked to the supplied material;
- the certified quantity is missing or inconsistent;
- the percentage basis cannot be explained;
- an allocation statement is being presented as physical-content proof;
- sample documentation is being applied to commercial supply without confirming equivalence;
- a relevant site, grade, or supply-route change has not been reassessed.
The first action is to identify which conclusion needs approval: mass-balance allocation, physical content, or material suitability.
Only then should the buyer decide what evidence is sufficient.
